IMPLEMENTATION OF THE EUROPEAN MODEL OF SPORT ON THE EXAMPLE OF DIFFERENT COUNTRIES

Abstract

The modern development of sport in Europe is determined by shared values and principles enshrined in the White Paper on Sport of the European Union and the European Sports Charter. The European model of sport is considered as a multi-level system that combines state regulation, the autonomy of sports organizations, financial solidarity, and social responsibility. Studying the experience of countries that consistently implement these principles is important for improving the sports management system in Ukraine.  Objective: to analyze the implementation of the European model of sport in various countries, in particular France, Germany, the United Kingdom, Spain, and Italy.  Methods: analysis of literature sources, documentary materials, and information from official organizational websites; synthesis and generalization; comparison; systems approach.  Results. The analysis of sports organization systems in leading European countries and their comparison revealed both common and distinctive features. Common features include the implementation of the principles of equality, diversity, inclusion, ensuring access to sport for all social groups; the main focus on the development of mass sport; adherence to the principles of good governance; consideration of local community needs and characteristics; broad autonomy of public organizations; the foundation of the sports system being clubs that are members of federations; transparency of statistical data ensured through licensing and membership systems in sports organizations; typical sources of funding with a growing share from local budgets, prioritizing the support of mass sport. Distinctive features include the degree of centralization of the sports system, the presence of a specialized state executive body and a Sports Law; the scope of powers of National Olympic Committees; the ratio between sources of sports funding and the existence of lottery-based revenues; and the development of legislation on sponsorship and patronage. Conclusion. The choice of an approach to managing the organizational system of sport depends on the form of state structure, historical conditions, the level of public involvement in sport, sports traditions, and the financial capacity of the state. To adapt the national sports system to the European model, it is necessary to implement those appro aches that are common to the countries whose experience has been analyzed.
